After more than five years of preparation, the Halton Unitary Development Plan (UDP) was adopted on 7 April 2005.
The UDP guides decisions as to whether or not planning permission should be granted, under the system known
as development control. Development plans ensure that these decisions are consistent and reliable by identifying
particular areas as suitable for housing, industry, retail or other uses and setting out policies for the
development and use of land in their area.
The UDP sets the framework for the development of land in the Borough from the present to 2016.
The document consists of two parts: Part 1 (Strategic policies and proposals) and Part 2 which gives detailed
proposals for the use and development of land. There is also a Proposals Map, which illustrates the land
allocations in relation to policies and proposals and shows other designations such as SSSIs and Ramsar sites.
Supplementary Planning Documents and SPG's
SPD’s will provide more detail to policies contained within a DPD or the existing UDP.DPDs and SDPs must be
assessed by a Sustainability Appraisal to make sure that they contribute towards achieving development that
ensure a better quality of life.
Draft Ditton Strategic Rail Freight Park SPD

The Draft Ditton Srategic Rail Freight Park Draft Supplementary Planning Document (SPD) sets out the
planning policy to:
- Guide the development of the proposed rail freight park according to the Unitary Development Plan Policy
- Minimise the effects that new warehouses for rail freight will have on new and existing housing development.
- Ensure that heavy goods vehicles are diverted away from housing areas by new routes that are better
connected to the main road network.
- Remove dereliction and introduce more landscaping and tree planting.
- Encourage existing industry to expand and prosper so long as any harmful environmental impacts are reduced.
A six-week consultation period will enable the views of the general public, businesses and other
interested parties to be taken into account before the SPD is finalised.
Draft Halebank Regeneration Area SPD

The Draft Halebank Regeneration Action Area Draft Supplementary Planning Document (SPD) sets out the
planning policy to:
- Bring new housing, residents and jobs into the area to sustain local community facilities.
- Ensure that heavy goods vehicles are diverted away from housing areas by new routes that
are better connected to the main road network.
- Remove dereliction and introduce more landscaping and tree planting.
- Encourage existing industry to expand and prosper so long as any harmful environmental
impacts are reduced.
